Born in Saint-Domingue, Vincent-Marie-Vienot, count de Vaublanc, after leaving the army during the revolution of 1789, was elected to the Legislative Assembly, where he took a royalist position. Condemned to death for contempt for having taken part in the uprising of 13 Vendémiaire, Year IV (October 5, 1795), and exiled after the coup d'état of 18 Fructidor, Year V (September 4, 1797), he supported the First Empire, then the Bourbons, becoming minister of the interior (1815). His extremist policies, however, forced him to resign in 1816.
